An Orator's job is to make the audience aware about an issue and provoke the listener to thikn and act upon it. Thus the orator must be an expert in at least one language as also in the art of speaking with proper gestures, intonations, use of pauses, etc. At a younger stage, the speech needs to be learnt by heart, but gradually the issue needs to be one that is well understood. The contestant should submit a written copy of his/her speech to the teacher before the round begins.
